CPS Energy Insulation Rebates San Antonio 2026: Everything You Need to Know to Claim What You are Owed

TL;DR - Quick Summary

CPS Energy's STEP (Sustainable Tomorrow Energy Plan) program is currently paying San Antonio homeowners $0.35 per square foot for professionally installed attic insulation upgrades, confirmed from CPS Energy's official Program Year 5 specifications, active through January 2027. To qualify, your existing attic insulation must be R-14 or below and you must upgrade to at least R-38. Income-qualified CPS Energy customers may be eligible for up to approximately $5,000 in free weatherization services through the separate Casa Verde program. Rebate funds are available first-come, first-served while they last. This post covers who qualifies, how much you can expect back, and the step-by-step application process.

San Antonio's summer energy bills are a known quantity for anyone who has lived here through July and August. What is less known is that CPS Energy, the nation's largest municipally owned energy utility is actively paying you to do something about them.

Right now, through January 2027, CPS Energy's Sustainable Tomorrow Energy Plan (STEP) program is offering attic insulation rebates to eligible San Antonio homeowners. The rebate is $0.35 per square foot for professionally installed attic insulation - or $0.25 per square foot if you do it yourself. For a typical San Antonio home with a 1,500–2,000 square foot attic, that is $525–$700 back from your utility company, on top of the long-term cooling savings that come with a properly insulated home.

Most San Antonio homeowners never claim this rebate, not because they do not want the money, but because they do not know the program exists, are not sure they qualify, or assume the paperwork is more complicated than it actually is. This insulation rebate guide covers all three, with the exact figures, the eligibility checklist, and the application steps, based on CPS Energy's official Program Year 5 rebate specifications, verified in October 2026.

Attic Insulation Rebate San Antonio

The rebate is funded through CPS Energy's five-year Sustainable Tomorrow Energy Plan, administered by CLEAResult. There is no income requirement for the standard STEP rebate. Any CPS Energy residential customer who owns their home and meets the technical eligibility requirements can apply. Rebates are issued as a mailed check, typically within 4–6 weeks of application approval. The rebate amount is based on the square footage of your attic floor (the insulated area), not your home's total square footage.

Your rebate amount is determined by the square footage of insulated area in your attic. Here are realistic scenarios for San Antonio homes at the contractor-installed rate of $0.35/sq. ft.:

Home Size

Estimated Attic Sq. Ft.

Rebate (Contractor)

Rebate (DIY)

1,200 sq. ft.

~1,100 sq. ft.

$385

$275

1,600 sq. ft.

~1,450 sq. ft.

$508

$363

2,000 sq. ft.

~1,800 sq. ft.

$630

$450

2,500 sq. ft.

~2,250 sq. ft.

$788

$563

3,000 sq. ft.

~2,700 sq. ft.

$945

$675

Note: Attic square footage is typically less than home square footage because exterior walls and garages are excluded. Your contractor will measure the exact qualifying area. Garages and non-living areas do not qualify for the rebate.

These rebates meaningfully offset the cost of an insulation upgrade. A professional blown-in fiberglass installation for a 2,000 sq. ft. San Antonio home typically cost $1,800–$2,800 before any rebate. After a $630 rebate, the net cost drops to $1,170–$2,170 — and the U.S. Department of Energy estimates that proper attic insulation reduces cooling costs by 10–30% in hot climates. At San Antonio's average summer electricity consumption, that is $20–$60 on average per month in savings during the June–September peak. Over five years: $600–$1,800 in electricity savings, on top of the upfront rebate that reduces what you pay to install it.

Do You Qualify? The Complete Eligibility Checklist

The CPS Energy STEP insulation rebate has specific technical requirements. The most important are about your attic's existing insulation level and the level you are upgrading to:

✅ You Likely Qualify If All of These Are True

  • You are a CPS Energy residential customer (serves San Antonio and most of Bexar County)

  • You own your home (renters may qualify through the Casa Verde program instead)

  • Your attic has more than 24 inches of clearance (standard attic - most San Antonio homes) AND your existing insulation is R-14 or below, AND you are upgrading to at least R-38

  • OR your attic has less than 24 inches of clearance (low-clearance / shallow attic) AND your existing insulation is R-11 or below, AND you are upgrading to at least R-19

  • The insulation is installed between a conditioned (air-conditioned) living area and an unconditioned attic above

  • All insulation materials are new with the R-value stated on the packaging

❌ You Do Not Qualify If Any of These Apply

  • Your existing attic insulation is already above R-14 (standard attic). The rebate targets under-insulated homes, not top-offs of homes already near the recommended level

  • The insulation is going into a garage, carport, or non-living area

  • The home is under new construction (see CPS Energy's New Home Construction Rebates instead)

  • You are not a CPS Energy customer - some areas of Bexar County, Helotes, and far northwest areas are served by other utilities; verify your provider on your bill

The R-14 existing insulation cap is the most important detail and the one most homeowners miss. If your attic already has insulation above R-14 (even if it is below the recommended R-38), you do not qualify for this rebate. Before scheduling any work, have a professional confirm your existing R-value. We include this assessment at no charge as part of every attic insulation estimate in San Antonio.

Very Low Insulation In Attic In San Antonio
if you can see the top of your ceiling joists when you look across the attic, your insulation is almost certainly below R-14

  1. Confirm your existing R-value. Schedule a free professional Insulation assessment to measure your current insulation level and confirm you are at R-14 or below. This is the most common reason applications are denied - homeowners apply without knowing their starting point. We measure this during our free estimate visit.

  2. Get the insulation professionally installed. For the $0.35/sq. ft. rebate, work must be done by a licensed contractor. If doing it yourself for the $0.25/sq. ft. DIY rate, you must photograph the entire attic floor and a close-up of a ruler showing the final insulation depth.

  3. Collect your documentation before the installer leaves. Your contractor must provide an itemized, dated invoice listing the insulation type, existing R-value, final R-value, and total square footage installed.

  4. Submit your rebate application. Apply online at cpsenergy.clearesult.com (fastest) or download the Program Year 5 paper application from resi-savenow.cpsenergy.com and mail to: CPS Energy Residential Efficiency Programs, PO Box 830091, San Antonio, TX 78283.

  5. Receive your rebate check. CPS Energy issues rebate checks within approximately 4–6 weeks of approving a complete application. The check is mailed to the address on your CPS Energy account.

📋 Documents to Gather Before You Apply

  • Itemized contractor invoice (insulation type, existing R-value, final R-value, square footage, and total cost).

  • Photos showing existing insulation depth and final depth with a ruler visible (required for self-installed; strongly recommended for all).

  • Your CPS Energy account number (shown on your monthly utility bill).

  • Proof of home ownership if requested (property tax bill or deed).

The U.S. Department of Energy recommends R-38 to R-60 for attic insulation in Climate Zone 2 - the zone that covers San Antonio. R-38 is CPS Energy's target for this rebate and the practical floor that most San Antonio homes built before 2000 never reached at time of construction.

Homes throughout Alamo Heights and Terrell Hills, Helotes, Stone Oak's older sections, Converse, and established neighborhoods city-wide commonly have original attic insulation between R-6 and R-19. Pre-1980 homes may have original batt insulation that has compressed to below R-5 through decades of settling, humidity cycling, and attic traffic. These are exactly the homes the CPS Energy STEP rebate was designed to help.

The energy impact of the difference between R-11 and R-38 is significant for a San Antonio summer. The DOE's 10–30% cooling cost reduction estimate means a real, ongoing reduction in the electric bills that spike every July and August, not a one-time improvement but permanent lower baseline energy use for the life of the home. The CPS Energy rebate essentially converts part of that future energy savings into cash you receive now, reducing the payback period on the installation cost substantially.

⏰ Program Year 5 Ends January 2027 — and Funds Are First-Come, First-Served

CPS Energy's current program cycle runs through January 2027. The program documentation states that rebates are "available on a first-come, first-served basis" while funds last. Prior program years have been suspended mid-cycle when the allocated budget was exhausted. October is the right time to schedule: installation now means your application is submitted before the January deadline, and well ahead of the seasonal rush that typically concentrates in November and December as homeowners realize the window is closing. Rebate amounts for the next program cycle (starting February 2027) are not yet announced.

The most reliable method is a professional measurement. A technician measures the existing insulation depth, identifies the material type, and calculates the actual R-value. You can also do a rough self-check: if you can see the tops of your ceiling joists (the wood framing across the attic floor) when you look across the attic, your insulation is almost certainly below R-14 and you likely qualify for the rebate. Blown-in fiberglass at 3–4 inches deep is approximately R-11 to R-15; original batt insulation in pre-1980 homes is often below R-7. NextGen includes a free existing R-value measurement as part of every attic insulation estimate in San Antonio. Schedule a free assessment →

Q2: Can I stack the CPS Energy insulation rebate with other 2026 incentives?

The CPS Energy STEP rebate can be combined with any contractor financing programs or promotions your installer offers. As of 2026, the federal residential energy efficiency tax credit under Section 25C of the tax code may also be available for qualifying insulation installations. Consult a tax professional about whether your specific project qualifies for both the CPS Energy rebate and the federal credit simultaneously. Note: the Residential Clean Energy Credit (which historically covered solar panel systems) expired December 31, 2025 and is a separate program from the insulation efficiency credit. Your tax advisor can confirm current federal credit eligibility for your situation. See our full FAQ page →

Q3: My existing attic insulation is above R-14 but below R-38 — can I still get a rebate?

For the standard CPS Energy STEP rebate, no, if your existing insulation is already above R-14 (for a standard attic with more than 24 inches of clearance), you fall outside the program's eligibility criteria. However, upgrading from, say, R-18 to R-38 still delivers real energy savings. A NextGen technician can calculate whether the projected annual electricity savings justify the cost of the upgrade for your specific home, even without the rebate. For homes currently in the R-15 to R-25 range, the math often still works, particularly in San Antonio where cooling costs run high for 8–10 months of the year.
